Yes, but the degree of safety also depends on what you put in the trailer - - and many other factors.
Brenderup trailers have a following, I think Adam also has a lightweight trailer that might come in under the Tacoma's trailer weight limit. From time to time I've browsed some of the European horse magazines at the newstand, there are a LOT of people over there hauling horses with MUCH smaller vehicles than are commonly used in the US. There are also trailer reviews, with a bit of research you might find that some of those lighter brands are also available in the US.
You should check your truck's trailer weight ratings, both with and without a weight distributing hitch.

I have a 99 Tacoma Prerunner V6 w/TRD/SR5 pkg and ele brakes are a must. Right now I have 142000 miles on it and of that about 40K miles have been pulling a trailer. I have pulled several different trailers SAFELY with it. The best trailer pulling I've had with it was a 2H stock style Featherlite with one horse. I have pulled 2 horses with it but wouldn't recommend it, you'll really feel the drag. Oh and turn your O/D off. I don't know where your located but I'll sell it to you for 8K, '05 model. I'm in SC.
