First off are you 100% sure you need glow plugs? The 99 up trucks did not have a problem with glow plugs like the early models did.
These trucks have more of a problem with the glow plug relay. This part sets up on top of the engine on the passenger side next to the fuel filter, it looks like a starter silonoid (spelling wrong) switch.
The best way to find out before spending money you do not need to spend is have someone put a scanner on it and run a "buzz / contribution" test on it. This will tell you excatly what the glow plugs and injectors both are doing and if they are correct or not. 99% of the time when I have a problem on these trucks it is the relay. The bad part about the scanner is you have to find someone with a real scanner (SNAP ON or something like that) the little code readers from Autozone will not work.
New glow plugs from Ford is $25. each retail, Autozone and Oriley gets $9.99 each for motorcraft and $11.99 each for autolite and the glow plug relay is $71.99.
